250,000 miles in a salted road region on a pre-2000 car with zero fucks given will do that. I’ve seen 90's Inprezas that look almost as bad. Certain cars from that era can rust pretty bad. In high school from ‘00-02 I worked at a shop that did inspections in PA and we would fairly routinely weld sheet metal over holes on late 80's GM vehicles so that they would pass.
